Petrit Tare. \u00a0N\u00eb fjal\u00ebn e tij, ai deklaroi se: “Ky aktivitet \u00ebsht\u00eb vazhdim\u00ebsi e nj\u00eb eksperience disa vje\u00e7are bashk\u00ebpunimi midis dy Shoqatave, dhe \u00ebsht\u00eb shnd\u00ebrruar tashm\u00eb n\u00eb eventin m\u00eb t\u00eb madh n\u00eb ndarjen e informacionit dhe networking n\u00eb sektorin e ujit n\u00eb Ballkanin Per\u00ebndimor<\/em>“.<\/p>\n

Pritja Gala vazhdoi me fjalimet p\u00ebrsh\u00ebndet\u00ebs nga personalitete t\u00eb nivelit t\u00eb lart\u00eb, duke nisur me z. Damian Gjiknuri, Minist\u00ebr i Infrastruktur\u00ebs dhe Energjis\u00eb s\u00eb Shqip\u00ebris\u00eb. \u00a0Nd\u00ebr t\u00eb tjera, ministri Gjiknuri tha: “Q\u00eb t\u00eb administrojm\u00eb si\u00e7 duhet ujin duhet t\u00eb kemi njer\u00ebz profesionist\u00eb e q\u00eb din\u00eb t\u00eb menaxhojn\u00eb k\u00ebt\u00eb pasuri kaq t\u00eb r\u00ebnd\u00ebsishme. On 7-9 November 2018, the Water Supply and Sewerage Association of Albania (SHUKALB) in partnership with the Water and Wastewater Works Association Kosovo (SHUKOS) organized the 6th<\/sup> Balkans Joint Conference and Exhibition titled \u201cWater and Nature<\/strong>\u201d, in Tirana, Albania.\u00a0 This annual event was a great success considering the wide participation of water professionals from Western Balkans, high level decision makers from Albania and Kosovo, distinguished speakers, business professionals, as well as the relevant topics that were addressed and presented during the three days of the event.<\/p>\n

With a record audience of over 500 participants, coming from 20 different countries throughout the Balkans, Europe and beyond, and 70 moderators and speakers, the Conference reached the objective to stimulate the dialogue between different stakeholders.\u00a0 The Conference offered opportunities for water professionals, policymakers, and business professionals from the sector to discuss issues of concern, exchange information, and share their experiences in an effort to help the further development of the water supply and wastewater sector in the Greater Balkan Region.<\/p>\n

The three day event started with the Opening Ceremony in the evening of 7 November, with a welcome address for all the participants by the President of SHUKALB, Mr. Petrit Tare. In his speech, he stated that: \u201cThis event is a continuation of several years of cooperation between the two Associations, and has now become the largest event in sharing information and networking in the water sector in the Western Balkans.\u201d<\/em><\/p>\n

The opening ceremony continued with congratulatory addresses from high level personalities, starting with Mr. Damian Gjiknuri, Minister of Infrastructure and Energy of Albania. Among others, Minister Gjiknuri stated: \u201cIn order to manage the water properly we need to have professionals who are able to manage such an important asset. \u00a0In Albania we have started an important reform in regard of better management of the drinking water sector. \u00a0The first results were good. \u00a0The collection increased by 17 million euro more than last year at the same period. \u00a0The debts of water supply and sewerage companies to the Electricity Power Distribution Operator (OSHEE) have been reduced<\/em>“.<\/p>\n

After the speech of Minister Gjiknuri, Mr. Valdrin Llukaj, Minister of Economic Development of Kosova, delivered his congratulatory remarks where among other things he said: \u201cWe remain fully committed to reducing the losses in the water supply systems, and to establishing natural reservoirs for water collection and preservation, which is a priority considering that water represents a scarce resource globally. We are also working in implementing waste water treatment plant projects around the country (Kosovo)<\/em>\u201d.<\/p>\n

Other personalities to deliver congratulatory addresses were Mr. Fatmir Matoshi, Minister of Environment and Spatial Planning, Kosova, Mrs. Mikaela Meredith, Country Representative of USAID Albania, and Mrs. Voltana Ademi, Mayor of Shkodra Municipality.<\/p>\n

The Opening Ceremony continued with the traditional award ceremony to recognize the efforts of individuals who have had an impact with their work and efforts for bettering the water sector.\u00a0 The Lifetime in the Water Sector Award was awarded to Mr. Kol Ndokaj, Former Administrator of Vau i Dejes Water Supply and Sewerage Company, the Recognition Award was delivered to Mrs. Valbona Paja, Responsible of Planning \/ Reporting, Water Supply and Sewerage Company of Shkodra, and the third award was given to Mr. Raif Petreni, Director of Water Authority\u00a0 Regulatory of Kosova, for his contribution in the water sector in Kosova.<\/p>\n

After the congratulatory addresses, Minister Gjiknuri and Minister Lluka signed a Memorandum of Understanding that will open the way to both Governments working together to explore the benefits of developing a joint Test-Based Certification Program for Water and Wastewater Operators in the future.<\/p>\n

The Opening Ceremony was concluded with the official opening of the Exhibition.<\/p>\n

The Technical Program of the Conference consisted of 16 thematically diverse sessions organized into 12 different Parallel Sessions and 4 Plenary Sessions, which addressed over 54 presentations.\u00a0 The 12 parallel sessions of the Conference covered a broad and multidimensional topics, from policy to technical, as well as management issues of the water sector, focusing on water management resources; non-revenue water and intermittent water supply; governance and management of Water Utilities; regulatory challenges; financial management of Water Utilities; infrastructure management of Water Utilities; wastewater challenges and urban wastewater treatment; asset management and the Capacity Development of water utilities.<\/p>\n

The Technical Conference Program started in the morning of November 8th<\/sup>, with a welcome by Ms. Elisabeta Poci, Deputy Executive Director of SHUKALB. After providing an overview of the pre-conference activities that took place on the 7th<\/sup> of November, she invited the Mayor of Tirana, Mr. Erion Veliaj to deliver the greeting address.\u00a0 In his speech, Mr. Veliaj stated: “I already met many colleagues from Hungary, Holland and I’m glad we are learning from the best. \u00a0It is very easy to talk about European integration unless we talk about integration into these concrete projects. \u00a0Co-operation with countries that are leaders today in the EU in regard of water management is crucial. \u00a0I am pleased that these platforms become an opportunity to do more business and more cooperation<\/em>\u201d.<\/p>\n

The program followed with the keynote address from Mr. Sybe Schaap, Senator, Dutch Senate. Mr. Schaap through his presentation and speech shared with the audience the intervention of humans in water resources and the global water crises. He showed the impact of agriculture as well as the urbanization on water resources, by giving the risk situation in different countries of the works.<\/p>\n

The first Plenary Session, of the program was dedicated to \u201cWater and Nature – Sustainable Management of Water Resources<\/strong>\u201d. \u00a0The session was moderated by Mr. Philip Weller, Head of Technical Secretariat, IAWD – Danube Water Program, and the panelists who joined the discussions were Mr. Gjergji Goro, Mayor, Himara Municipality, Jadranka Ivanova, Team Leader, Supporting Albanian Negotiations in Environment, Mr. Albert Lenja, Head of Sector, Water Resources Management Agency, Albania and Mrs. Fatlije Buza from the Ministry of Environment and Spatial Planning, Kosova.<\/p>\n

Following the Plenary Session, the program continued with parallel sessions. \u00a0The Water Resources Management topic was treated for two consequent sessions. Parallel to this, Water Loss Management and Regulatory Challenges topics were addressed.<\/p>\n

The second Plenary Session \u201cCapacity Development for Water Utilities – National and Regional Initiatives<\/strong>\u201d was moderated by Mrs. Svetlana Zdravkovska, GIZ-ORF, Macedonia. The discussion continued with Ms. Elisabeta Poci, Deputy Executive Director, SHUKALB; Mr. Petrit Tare, Korca Water Supply and Sewerage Company; Mrs. Lindita Sotiri, Director, Program Development Directorate on Water Supply, Sewerage and Solid Waste, Ministry of Infrastructure and Energy, Albania; Mr. Paul Bishop, Association of Boards of Certification, USA; Mrs. Aida Jusufhodzic, CD Product Manager, Regional Capacity Development Network for Water and Sanitation Service and Mrs. Katerina Schilling, Knowledge Manager and Capacity Building Coordinator, IAWD.\u00a0 \u201cImproving the Efficiency of Water Supply and Sewerage Companies – The D-LeaP Case\u201d and \u201cGovernance and Management of Water Utilities\u201d were the last sessions treated during the first working day of the Conference.<\/p>\n

The second day of the Conference, 9th<\/sup> of November, was opened with a keynote address from Mr. Hans-Dietrich Uhl, Head of Department, Bavarian State Ministry of the Environment and Consumer Protection, Germany.\u00a0 Mr. Uhl speech focused on Implementation of Council Directive 91\/271\/EEC concerning urban waste-water treatment, the Experience in implementing the UWWTD, and the rational of protecting water resources.<\/p>\n

The third Plenary Session, \u201cWastewater – Challenges and Responsibilities<\/strong>\u201d was moderated by Ms. Jovana Husemann, Project Manager, Central and Eastern Europe, Veolia, Germany.To discuss this theme, the invited panelists were Ms. Arlinda Ibrahimllari, Technical Director of the Sanitation Department, Korca Water Supply and Sewerage Company; Mrs. Lindita Sotiri, Director, Program Development Directorate on Water Supply, Sewerage and Solid Waste, Ministry of Infrastructure and Energy, Albania; Mr. Arben Skenderi, General Director, National Agency of Water Supply, Sewerage and Waste Infrastructure, Albania; Mr. Ndricim Shani, Chairman, Water Regulatory Authority, Albania; Mr.Hans-Dietrich Uhl, Mr. Hubert Grandjean, Project Manager, Operational Section II, Delegation of the European Union, Albania.<\/p>\n

Participants at the Conference had the opportunity to visit the largest Technical Exhibition in the history of our annual Conferences.\u00a0 The Exhibition officially opened on the 7th<\/sup> of November, after the Gala Reception, and continued for two days in parallel with the Technical Program on the 8th<\/sup> and 9th<\/sup> of November.\u00a0 The Exhibition gathered 30 private companies coming from thirteen (13) different countries from the Balkan region, Europe, as well as Israel, which showcased their very latest products, from pipes, pumps, meters, software to engineering consulting and management contractors, ensuring visitors to the event were treated to the best of what this industry has to offer.<\/p>\n

An exciting experience during the Exhibition was SHUKALB and SHUKOS exhibition booth, situated close to the entrance of the main room of the Conference. \u00a0Participants had the opportunity to get informed regarding the respective activities of each Association.\u00a0 A considerable space was dedicated to the joint capacity building programs such as the Joint Training Program and D-LeaP programs.\u00a0 Participants received information on the specific training courses and D-LeaP programs planned for the rest of 2018 and into 2019.<\/p>\n
