Ceremonia e hapjes vazhdoi me fjalimin p\u00ebrsh\u00ebndet\u00ebs nga personalitete t\u00eb nivelit t\u00eb lart\u00eb duke filluar me Valdrin Lluka, Minist\u00ebr i Zhvillimit Ekonomik t\u00eb Kosov\u00ebs. \u00a0Nd\u00ebr t\u00eb tjera, Ministri Lluka deklaroi: \u201cN\u00eb Kosov\u00eb kemi rreth 58 p\u00ebrqind t\u00eb ujit t\u00eb pijes q\u00eb humb\u00eb n\u00eb rrjetet tona, rreth 42 p\u00ebrqind mbetet faturimi q\u00eb \u00ebsht\u00eb jasht\u00ebzakonisht i ul\u00ebt. On 6, 7, 8 November 2019, SHUKALB in partnership with SHUKOS (The Water and Wastewater Works Association Kosovo) organized the 7th<\/sup> Balkans Joint Conference and Exhibition, titled \u201cWater for All\u201d, at Emerald Hotel, in Prishtina, Kosovo.\u00a0 This year\u2019s event marked its highest participation in the history of our conferences, with a record of over 550 participants coming from 16 different countries throughout the Balkans, Europe and beyond.<\/p>\n

The Conference again reached its goal to stimulate the dialogue between different stakeholders and offer opportunities for water professionals, policymakers, and business professionals from the sector to discuss issues of concern, exchange information, and share their experiences in an effort to help the further development of the water supply and wastewater sector in the Greater Balkan Region.<\/p>\n

Prior to the start of the Opening Ceremony, on 6 November, several Pre-Conference events were organized to include the Young Water Professionals Forum from Kosova and Albania “Young Water Professionals Education Towards Career Development”, the special Meeting on “Test-Based Certification Program”, and the Regional Benchmarking Workshop of the Utility Benchmarking Program for Kosova and Albania HUB.<\/p>\n

The Opening Ceremony in the evening of 6 November started with a welcome address by the President of SHUKOS, Muhamed Suliqi who greeted the participants and invited them to follow the program of the conference during the next two days and to visit the technical exhibit of the private sector that is organized in parallel with the conference.<\/p>\n

The opening ceremony continued with congratulatory addresses from high level personalities starting with Valdrin Lluka, Minister of Economic Development of Kosova.\u00a0 Among others, Minister Lluka stated: \u201cIn Kosovo, we count around 58 percent loss of the drinking water in our networks, and around 42 percent billing, which is extremely low.\u00a0 Also the sewage service coverage has room for improvement, as today we cover around 75 percent of the citizens with sewage service and normally there should be a bigger focus.\u00a0 We’ve increased our drinking water capacity, but we haven’t fought enough the issue of water loss, and that\u2019s the main problem and why we need to focus more<\/em>\u201c.<\/p>\n

After the speech of Minister Lluka, Fatmir Matoshi, Minister of Environment and Spatial Planning of Kosova, delivered his congratulatory remarks where among other things he said: \u201cIn most cases the untreated wastewater that we discharge ends up flowing into the neighboring countries. We thank the donors who have supported us in providing funding for the ongoing and future investment in wastewater treatment plants for the seven main regions of Kosovo and I believe that in the near future also in every city of the Republic of Kosova, in order not to discharge the wastewaters in our neighboring countries, which would be a fulfillment of a criterion towards our integration in Europe\u201d.<\/em><\/p>\n

The Opening Ceremony continued with the traditional award ceremony to recognize the efforts of individuals who have had an impact with their work and efforts for bettering the water sector. \u00a0The SHUKALB Board of Directors awarded Ndricim Shani, Chair of the Water Regulatory Authority of Albania, with the motivation: \u201cIn recognition and gratitude for his multi-dimensional contribution to the water sector in Albania over the past 38 years, as a professional with a pragmatic approach based on a deep understanding of the sector’s issues, and for his continuous and loyal support to SHUKALB\u2019s mission , and his valuable contribution to the advance of this mission, for a sector oriented towards professionalism and sustainable performance<\/em>\u201d.<\/p>\n

At the end of his speech, Mr. Derguti invited Patricia Lopez, Senior Infrastructure Finance Specialist, World Bank, United States of America, to deliver the keynote address, where she shared a presentation on “Water for all \u2013 perspectives from the State of the Sector in the Danube Region, 2018”.\u00a0 During her speech Mrs. Lopez stressed that: \u201cSince the last review in 2015, countries in the Danube region have made important strides in increasing access to quality and efficient services to its population, but significant challenges remain.\u00a0 First, rural areas and minority groups still suffer from the lowest access levels. Second, as cost recovery and investment levels increase, affordability of services is becoming an emerging issue. And, third, many countries still lack appropriate wastewater management<\/em>\u201d.<\/p>\n

The second day of the Conference, 8th<\/sup> of November, was opened with the welcome address by Elisabeta Poci, Deputy Executive Director, SHUKALB who after a quick review of the day before and the welcome of participants on the last day of the conference invited Philip Weller, Head of Technical Secretariat, IAWD \u2013 Danube Water Program, to deliver his keynote address on the theme \u201cWater Security and Crisis Management\u201d.\u00a0 At his speech Mr. Weller stated that: \u201cBeing prepared can make the difference between a controlled situation and a complete disaster. Active preparation by Water Utilities and service providers through water security training programs are essential as is collaboration among institutional partners for a coordinated response, and pushing synergies and sharing experiences. IAWD and the Danube Water Program have been offering a curriculum under the D-LeaP Program to support this effort<\/em>\u201d.<\/p>\n

The final Plenary Session \u201cDigitalization- What It Means for The Water Utilities?\u201d was moderated by Ardiana Efendija Zhuri, Swiss Cooperation Office, Embassy of Switzerland in Kosova.\u00a0 To discuss this theme, the invited panelists were Petrit Tare, President of SHUKALB and Director of Korca Water and Sewerage Company, G\u00e9za Cs\u00f6rnyei, Chief Operations Director, Budapest Waterworks, Ilir Abdullahu, General Director, Regional Water Company Prishtina, Sokol Xhafa, Chairman of Young Water Professional of Kosova and Technical Director, Regional Water Company of Prishtina.<\/p>\n

The Conference program ended with the two last Parallel Sessions on \u201cOptimization of Network Operations\u201d and \u201cFinancial Management of Water Utilities\u201d.<\/p>\n

Technical Exhibition<\/strong><\/p>\n

\"\"<\/a>Participants at the Conference had the opportunity to visit one of the largest Technical Exhibitions in the history of our annual Conferences.\u00a0 The Exhibition officially opened on the 6th<\/sup> of November, after the Gala Reception, and continued for two days in parallel with the Technical Program on the 7th<\/sup> and 8th<\/sup> of November.\u00a0 The Exhibition attracted 28 private companies coming from 10 different countries from the Balkan region, Europe, as well as Israel, which \"\"<\/a>showcased their very latest products, from pipes, pumps, meters, software to engineering and management services.<\/p>\n

As it has been a tradition at the Exhibition, SHUKALB and SHUKOS organized a joint booth, a dedicated space of 24 sqm, situated close to the entrance of the main room of the Conference, where participants had the opportunity to get information regarding the respective activities of each Association, as well as the joint initiatives.<\/p>\n

On 8th<\/sup> of November, the staff of the water utilities present at the Conference, participated at a Training Courses Draw, organized at the joint SHUKALB-SHUKOS booth, during the coffee break.\u00a0 The participants showed high interest in taking part in this draw which resulted in three winners that will participate for free in one of the training courses of the SHUKALB-SHUKOS Joint Training Program.<\/p>\n

The high level of participation from water utilities to government institutions, donor agencies and IFI\u2019s, as well as the private sector and academia have now consolidated the Balkans Joint Conference as the major event of its kind in the Western Balkans.
