M\u00eb 18 maj 2022, n\u00eb Tiran\u00eb, kat\u00ebr Rregullator\u00eb Ekonomik\u00eb t\u00eb sektorit t\u00eb ujit n\u00eb Ballkanin Per\u00ebndimor q\u00eb p\u00ebrfshin Shqip\u00ebrin\u00eb, Maqedonin\u00eb e Veriut, Kosov\u00ebn dhe Malin e Zi, n\u00ebnshkruan memorandumin e par\u00eb t\u00eb bashk\u00ebpunimit si korniz\u00eb p\u00ebr zhvillimin e bashk\u00ebpunimit afatgjat\u00eb dhe shk\u00ebmbimin e p\u00ebrbashk\u00ebt t\u00eb praktikave, informacioneve, analizat e p\u00ebrbashk\u00ebta dhe krahasimet e modeleve ekzistuese rregullatore t\u00eb sektorit t\u00eb ujit dhe performancave t\u00eb shoq\u00ebrive uj\u00ebsjell\u00ebs kanalizime. Ceremonia u organizua dhe u prit nga Enti Rregullator i Ujit (ERRU) dhe n\u00eb t\u00eb mor\u00ebn pjes\u00eb p\u00ebrfaq\u00ebsues nga Ministria e Infrastruktur\u00ebs dhe Energjis\u00eb, Agjencia Komb\u00ebtare e Uj\u00ebsjell\u00ebs Kanalizimeve, Shoqata Evropiane e Rregullator\u00ebve t\u00eb Ujit, SHUKALB etj. SHUKALB u p\u00ebrfaq\u00ebsua n\u00eb ceremoni nga Drejtoresha Ekzekutive Znj. Elisabeta Po\u00e7i.<\/p>\n

N\u00eb fjal\u00ebn e tij p\u00ebrsh\u00ebndet\u00ebse, Kryetari i ERRU, z. Ndri\u00e7im Shani deklaroi se: \u201c18 maji \u00ebsht\u00eb dita kur kat\u00ebr rregullator\u00ebt ballkanik\u00eb mblidhen n\u00eb nj\u00eb tryez\u00eb, por bashk\u00ebpunimi midis tyre daton m\u00eb her\u00ebt p\u00ebrmes marr\u00ebveshjeve dypal\u00ebshe. Me kalimin e koh\u00ebs lindi nevoja p\u00ebr ta \u00e7uar n\u00eb nj\u00eb shkall\u00eb m\u00eb lart k\u00ebt\u00eb marr\u00ebdh\u00ebnie midis shteteve, t\u00eb cil\u00ebt krahas element\u00ebve t\u00eb p\u00ebrbashk\u00ebt, kan\u00eb edhe diferenca n\u00eb sektorin e ujit. \u201cN\u00eb rajonin ton\u00eb ekzistojn\u00eb ngjashm\u00ebri dhe faktor\u00eb t\u00eb p\u00ebrbashk\u00ebt q\u00eb i karakterizojn\u00eb rregullator\u00ebt kufitar\u00eb me nj\u00ebri-tjetrin, si: mentaliteti, shkalla e zhvillimit, modeli i qeverisjes s\u00eb sektorit t\u00eb ujit, dimensionet e zonave t\u00eb sh\u00ebrbimit dhe popullsis\u00eb t\u00eb mbuluara me sh\u00ebrbimet e furnizimit me uj\u00eb dhe kanalizimeve. Por t\u00eb gjitha kan\u00eb nj\u00eb mision t\u00eb p\u00ebrbashk\u00ebt: p\u00ebrmir\u00ebsimi i performanc\u00ebs e q\u00ebndrueshm\u00ebris\u00eb financiare t\u00eb sektorit, si dhe garancia q\u00eb shoq\u00ebrit\u00eb UK n\u00eb nj\u00eb ambient monopol t\u2019u ofrojn\u00eb konsumator\u00ebve sh\u00ebrbime me cil\u00ebsi t\u00eb lart\u00eb dhe larg abuzimeve me tarifda t\u00eb pajistifikuara<\/em>\u201d.<\/p>\n

N\u00eb em\u00ebr t\u00eb Shoqat\u00ebs Evropiane t\u00eb Rregullator\u00ebve t\u00eb Ujit, Presidenti, Z. Andrea Guerrini garantoi ofrimin e ekspertiz\u00ebs teknike dhe mb\u00ebshtetjen institucionale n\u00eb favor t\u00eb bashk\u00ebpunimit rajonal t\u00eb rregullator\u00ebve n\u00eb sfidat vendimtare q\u00eb jan\u00eb identifikuar dhe n\u00eb p\u00ebrafrimin me standartet e BE-s\u00eb. \u201cT\u00eb kat\u00ebr president\u00ebt jan\u00eb miq dhe gjithashtu an\u00ebtar\u00eb t\u00eb WAREG, nj\u00eb shoqat\u00eb q\u00eb do t’ju mb\u00ebshtes\u00eb gjithmon\u00eb dhe ku mund t\u00eb gjeni instrumente shtes\u00eb bashk\u00ebpunimi, nga marr\u00ebdh\u00ebniet dypal\u00ebshe me ekspert\u00ebt, te mund\u00ebsit\u00eb e trajnimit dhe aksesi n\u00eb kontakte t\u00eb drejtp\u00ebrdrejta me institucionet evropiane si Komisioni dhe Parlamenti dhe organizatat nd\u00ebrkomb\u00ebtare si OECD apo Banka Evropiane e Investimeve\u201d, \u2013 tha n\u00eb fjal\u00ebn e tij z. On 18th<\/sup> of May 2022, in Tirana, four Economic Regulators of the water sector in the Western Balkans to include Albania, North Macedonia, Kosovo and Montenegro, signed the first memorandum of cooperation as a framework for developing long-term cooperation and exchange of common practices, information, joint analysis and comparisons of existing water sector regulatory models and performances of water utilities.\u00a0 This memorandum provides the foundation for a regional cooperation program supported by WAREG, the Association of European Water Regulators.<\/p>\n

The ceremony was organized and hosted by the Water Regulatory Authority of Albania (WRA) and it was attended by representatives from the Ministry of Infrastructure and Energy, the National Agency for Water Supply and Sewerage, the European Association of Water Regulators, SHUKALB and others.\u00a0 SHUKALB was represented at the ceremony by its Executive Director, Ms. Elisabeta Poci.<\/p>\n

In his welcoming speech, the Chairman of WRA, Mr. Ndri\u00e7im Shani declared that: \u201cThe 18th<\/sup> of May is the day when the four regulators meet in a table together, but the cooperation between them, dates back earlier. Now, is time to grow further this cooperation between neighboring regulators in the Western Balkan, which share many similarities but also many differences that need to be carefully analyzed. In our countries, there are also currently regulatory instruments differing from each other, in both content and procedures. A comparison and analysis of these experiences would greatly serve to their further development and advancement, and lead to more efficient regulatory instruments. But, they have one common mission: Improving the performance and financial sustainability of the sector, and to guarantee that in a monopoly environment, the water utilities provide customers with high quality services and reasonable tariffs\u201d.<\/em><\/p>\n

On behalf of the Association of European Water Regulators, the President, Mr. Andrea Guerrini guaranteed the provision of technical expertise and institutional support in favor of regional regulatory cooperation in the crucial challenges identified and in the context of the EU integration processes. \u201cAll the four Presidents are friends and also Members of WAREG, an Association that will always support you and where you can find additional instruments of cooperation, from the bilateral relations with experts, to training opportunities and access to direct contacts with European institutions like the Commission and the Parliament, and international organizations like the OECD or the European Investment Bank<\/em>\u201d, \u2013 said in his speech Mr. Guerrini.<\/p>\n

The deputy Minister of Infrastructure and Energy, Ms. Enkelejda Mu\u00e7aj congratulated the initiative undertaken by WRA, which serves Albania especially in the implementation of the recently launched water sector reform.<\/p>\n

Thanking the host of the ceremony, the three regulators of Kosovo, Montenegro and North Macedonia underlined that this document marks a historic moment of special importance for strengthening their cooperation with economic and environmental benefits.<\/p>\n
