Pjes\u00eb thelb\u00ebsore e k\u00ebtij sistemit total t\u00eb integruar t\u00eb menaxhimit t\u00eb ujit \u00ebsht\u00eb dhe n\u00ebnsektori i furnizimit me uj\u00eb dhe largimit t\u00eb ujrave t\u00eb ndotur. N\u00eb kuad\u00ebr t\u00eb reform\u00ebs territoriale administrative lind nevoja p\u00ebr riorganizimin e k\u00ebtij sektori dhe t\u00eb nevoj\u00ebs p\u00ebr nj\u00eb performanc\u00eb sa m\u00eb t\u00eb mir\u00eb t\u00eb sektorit. \u00a0Ministria e Transportit dhe Infrastruktur\u00ebs s\u00ebbashku me Ministrin e Shtetit p\u00ebr \u00c7\u00ebshtjet Vendore,\u00a0 nd\u00ebrmor\u00ebn nism\u00ebn p\u00ebr hartimin e nj\u00eb projekt vendimi\u00a0 \u201cP\u00ebr Riorganizimin e Operator\u00ebve q\u00eb Ofrojn\u00eb Sh\u00ebrbimin e Furnizimit me Uj\u00eb t\u00eb Pijsh\u00ebm, Grumbullimin, Largimin dhe Trajtimin e Ujrave t\u00eb Ndotura\u201d, i cili u miratua nga K\u00ebshilli i Ministrave t\u00eb Republik\u00ebs s\u00eb Shqip\u00ebris\u00eb m\u00eb dat\u00eb 27 Janar 2016.<\/p>\n

Ky akt ligjor vjen si pasoj\u00eb e nj\u00eb analize t\u00eb thell\u00eb t\u00eb sektorit, t\u00eb kapaciteteve menaxhuese dhe burimeve njer\u00ebzore t\u00eb tij, t\u00eb\u00a0 situat\u00ebs financiare ekonomike, si dhe t\u00eb gjendjes teknike.<\/p>\n

Q\u00ebllimi par\u00ebsor i k\u00ebtij vendimi \u00ebsht\u00eb riorganizimi i sh\u00ebrbimit t\u00eb furnizimit me uj\u00eb t\u00eb pijsh\u00ebm, grumbullimit, largimit dhe trajtimit t\u00eb ujrave t\u00eb ndotura n\u00eb Republik\u00ebn e Shqip\u00ebris\u00eb n\u00eb p\u00ebrputhje me ligjin nr. 115\/2014 \u201cP\u00ebr ndarjen administrative-territoriale t\u00eb nj\u00ebsive t\u00eb qeverisjes vendore n\u00eb Republik\u00ebn e Shqip\u00ebris\u00eb.\u201d<\/p>\n

N\u00ebp\u00ebrmjet k\u00ebtij Vendimi, synohet t\u00eb p\u00ebrcaktohen n\u00eb m\u00ebnyr\u00eb t\u00eb qart\u00eb e t\u00eb detajuar, kompetencat e secilit prej aktor\u00ebve t\u00eb sektorit dhe n\u00eb ve\u00e7anti t\u00eb Kryetarit t\u00eb Bashkis\u00eb p\u00ebrkat\u00ebse dhe t\u00eb administratorit (Drejtorit t\u00eb P\u00ebrgjithsh\u00ebm) t\u00eb shoq\u00ebrive aksionere t\u00eb Uj\u00ebsjell\u00ebs Kanalizimeve (m\u00eb posht\u00eb Sh.a UK) si dhe arritja e uniformizimit t\u00eb ofrimit t\u00eb sh\u00ebrbimit duke p\u00ebrputhur zon\u00ebn e juridiksionit t\u00eb Sh.a UK me zon\u00ebn e sh\u00ebrbimit.<\/p>\n

Ky Vendim i Qeveris\u00eb s\u00eb Shqip\u00ebris\u00eb \u00ebsht\u00eb i nj\u00eb r\u00ebnd\u00ebsie t\u00eb ve\u00e7ant\u00eb p\u00ebr SHUKALB dhe m\u00eb gjer\u00eb, pasi shtron themelet ligjore p\u00ebr hartimin dhe implementimin e Programit t\u00eb Certifikimit bazuar n\u00eb Testim, duke k\u00ebrkuar q\u00eb stafi menaxherial dhe operacional i shoq\u00ebriv\u00eb t\u00eb uj\u00ebsjell\u00ebs-kanalizimeve, sh.a., t\u2019i n\u00ebnshtrohet procesit t\u00eb trajnimit dhe certifikimit sipas programeve t\u00eb miratuara nga ministria p\u00ebrgjegj\u00ebse p\u00ebr sektorin e furnizimit me uj\u00eb e t\u00eb kanalizimeve.<\/p>\n

Kjo iniciativ\u00eb e Qeveris\u00eb s\u00eb Shqip\u00ebris\u00eb paraqet nj\u00eb sukses p\u00ebr SHUKALB dhe p\u00ebr shoq\u00ebrit\u00eb uj\u00ebsjell\u00ebs kanalizime pasi p\u00ebrcakton mekanizma funksional\u00eb dhe operacional\u00eb q\u00eb mund\u00ebsojn\u00eb mir\u00ebfunksionimin e k\u00ebtyre operator\u00ebve, gj\u00eb q\u00eb do t\u00eb sjell\u00eb furnizim t\u00eb vazhduesh\u00ebm dhe cil\u00ebsor me uj\u00eb si dhe ofrimin brenda standardeve t\u00eb sh\u00ebrbimit t\u00eb kanalizimeve dhe trajtimit e p\u00ebrpunimit t\u00eb ujrave t\u00eb ndotur.<\/p>\n

http:\/\/shukalb.al\/wp-content\/uploads\/2016\/02\/VKM_Riorganizimi-i-Sh\u00ebrbimit-te-Furnizimit-me-Uj\u00eb-t\u00eb-Pijsh\u00ebm-Grumbullimit-Largimit-dhe-Trajtimit-t\u00eb-Uj\u00ebrave-t\u00eb-Ndotura.pdf<\/a>[:en]\"VKM<\/a>The Government of Albania has launched a comprehensive reform in the area of governance and integrated water management.\u00a0 An essential part of this integrated water management approach is the water supply and wastewater sector. \u00a0In the framework of the territorial administration reform, and as an effort to improve the performance of the water supply and sewerage services, the Ministry of Transport and Infrastructure, together with the Minister of State for Local Government, took the initiative to prepare a draft decision “On the Reorganization of the Service Providers of Drinking Water Supply, and Collection, Removal and Treatment of Wastewater”, which was approved by the Council of Ministers of the Republic of Albania on 27 January 2016.<\/p>\n

The main purpose of this Decision is to reorganize the service of drinking water supply, and the collection, removal and treatment of wastewater in the Republic of Albania in accordance with Law No. 115\/2014 “On Administrative Territorial Division of Local Government Units in the Republic of Albania.”<\/p>\n

The aim of this Decision is to clearly define the competencies of every actor in the water sector, in particular those of relevant Mayors and Administrators (General Director) of water utilities, and the achievement of the uniform water delivery service, matching the jurisdictional area of a the local governments with the service area of the water utility.<\/p>\n

This Decision has a particular importance for SHUKALB and its members, as it marks the legal foundation for the development and implementation of a comprehensive Training and Test-based Certification Program, for the managerial and operational staff of the water supply and sewerage companies.<\/p>\n

This initiative of the Government of Albania represents a success for SHUKALB and it member water utilities, because it defines the functional and operational mechanisms that enable the proper functioning of these operators, which will bring continuous and quality water supply, as well as providing the standards of water supply and wastewater treatment service.<\/p>\n
