Fillimisht ka qen\u00eb n\u00eb vitin 2000, ligji \u201cP\u00ebr organizimin dhe funksionimin e qeverisjes vendore\u201d, i cili i kaloi p\u00ebr sh\u00ebrbimet UK p\u00ebrgjegj\u00ebsin\u00eb pushtetit vendor (decentralizimi), si dhe n\u00eb vitin 2007 VKM \u201cP\u00ebr transferimin e aksioneve t\u00eb shoq\u00ebrive UK n\u00eb nj\u00ebsit\u00eb e qeverisjes vendore\u201d.<\/p>\n<p>Momenti tjet\u00ebr i r\u00ebnd\u00ebsish\u00ebm ka qen\u00eb n\u00eb vitin 2016, ku reforma n\u00eb sektorin e UK konsistoi n\u00eb nj\u00eb agregim t\u00eb pjessh\u00ebm t\u00eb shoq\u00ebrive UK ekzistuese s\u00eb bashku me zonat rurale, i cili i dha gjithashtu kompetenca ligjore direkte Kryetar\u00ebve t\u00eb Bashkive n\u00eb menaxhimin e sh\u00ebrbimeve t\u00eb UK n\u00eb territorin e tyre administrativ. Ndryshimi i fundit \u00ebsht\u00eb ai q\u00eb po zbatohet aktualisht p\u00ebr t\u00eb gjith\u00eb sektorin q\u00eb konsiston n\u00eb agregimin e 58 shoq\u00ebrive UK n\u00eb 15 shoq\u00ebri rajonale, me an\u00eb t\u00eb t\u00eb cilit zbatohet parimi i ekonomis\u00eb s\u00eb shkall\u00ebs p\u00ebr t\u00eb gjith\u00eb sektorin, ku tashm\u00eb aksioneri kryesor i shoq\u00ebrive rajonale \u00ebsht\u00eb p\u00ebrs\u00ebri qeveria qendrore me 51% t\u00eb tyre.<\/p>\n<p>Analiza e sfidave q\u00eb sektori ka hasur gjat\u00eb k\u00ebtyre reformave k\u00ebrkon nj\u00eb analiz\u00eb mjaft t\u00eb gjat\u00eb e t\u00eb thelluar, por shkurtimisht po japim disa konsiderata n\u00eb lidhje me k\u00ebt\u00eb argument. Reformat p\u00ebr p\u00ebrmir\u00ebsimin e performanc\u00ebs s\u00eb sektorit jan\u00eb mjaft komplekse, dhe natyrisht ato shoq\u00ebrohen me elemente pro dhe kundra n\u00eb konceptimin dhe zbatimin e tyre. N\u00eb reform\u00ebn e par\u00eb t\u00eb decentralizimit t\u00eb sektorit UK synohej q\u00eb sh\u00ebrbimi t\u00eb ishte sa m\u00eb af\u00ebr konsumator\u00ebve dhe q\u00eb pushtetet vendore t\u00eb merrnin p\u00ebrgjegj\u00ebsit\u00eb p\u00ebr k\u00ebto sh\u00ebrbime. Qeveria qendrore i mb\u00ebshteste shoq\u00ebrit\u00eb UK me subvencione, por n\u00eb m\u00ebnyr\u00eb t\u00eb vazhdueshme tolerohej mospagimi i fatur\u00ebs s\u00eb energjis\u00eb nga shoq\u00ebrit\u00eb UK ndaj OSHEE-s\u00eb, duke krijuar nj\u00eb borxh t\u00eb konsideruesh\u00ebm ndaj k\u00ebsaj t\u00eb fundit. Kjo politik\u00eb krijoi nj\u00eb gjendje komoditeti p\u00ebr pushtetet vendore q\u00eb ato t\u00eb mos merrnin realisht p\u00ebrgjegj\u00ebsit\u00eb p\u00ebr k\u00ebto sh\u00ebrbime. Kryetari i bashkis\u00eb realisht nuk kishte p\u00ebrgjegj\u00ebsi direkte ndaj k\u00ebtyre sh\u00ebrbimeve; p\u00ebrgjegj\u00ebsi t\u00eb cil\u00ebn e kishte K\u00ebshilli Bashkiak p\u00ebrmes K\u00ebshillave Mbik\u00ebqyr\u00ebs t\u00eb shoq\u00ebrive UK, q\u00eb n\u00eb p\u00ebrgjith\u00ebsi p\u00ebrb\u00ebheshin nga njer\u00ebz jo kompetent\u00eb n\u00eb fush\u00eb. Kjo gjendje solli p\u00ebr pasoj\u00eb munges\u00ebn e monitorimit dhe llogaridh\u00ebnies nga stafi menaxhues i shoq\u00ebrive UK dhe, si pasoj\u00eb, performanc\u00eb t\u00eb dob\u00ebt t\u00eb sektorit n\u00eb p\u00ebrgjith\u00ebsi.<\/p>\n<p>Reforma aktuale ka centralizuar sektorin, ku qeveria qendrore ka marr\u00eb direkt p\u00ebrgjegj\u00ebsin\u00eb p\u00ebr menaxhimin e sh\u00ebrbimeve t\u00eb tij. Ekonomia e shkall\u00ebs, si dhe serioziteti q\u00eb po tregohet n\u00eb zbatimin e reform\u00ebs duket se po jep rezultate konkrete n\u00eb p\u00ebrmir\u00ebsimin e performanc\u00ebs s\u00eb sektorit. Duke pasur parasysh detyrimet e \u201cAcquis Communautaire\u201d, gjithsesi mbetet sfid\u00eb rritja e kapaciteteve t\u00eb stafit ky\u00e7 t\u00eb shoq\u00ebrive rajonale, realizimi i objektivave t\u00eb vendosura nga qeveria qendrore, transparenca dhe komunikimi me publikun, si dhe gjetja dhe akordimi i fondeve t\u00eb nevojshme p\u00ebr investime p\u00ebr uljen e humbjeve fizike dhe p\u00ebrmir\u00ebsimin e cil\u00ebsis\u00eb s\u00eb sh\u00ebrbimit ndaj konsumator\u00ebve.<\/p>\n<p><strong><em>Gjat\u00eb dy mandateve tuaja si Kryetar i Entit Rregullator t\u00eb Ujit t\u00eb Shqip\u00ebris\u00eb, cilat konsideroni se jan\u00eb <\/em><\/strong><strong><em>arritjet tuaja m\u00eb t\u00eb r\u00ebnd\u00ebsishme dhe si qasja juaj pragmatike dhe njohurit\u00eb e thella te sektorit ndikuan <\/em><\/strong><strong><em>procesin tuaj t\u00eb udh\u00ebheqjes?<\/em><\/strong><\/p>\n<p>Gjat\u00eb periudh\u00ebs 8-vje\u00e7are n\u00eb krye t\u00eb ERRU-s\u00eb jan\u00eb hartuar ose rishikuar mjaft dokumenta, akte rregullatore si instrumenta n\u00eb sh\u00ebrbim t\u00eb procesit t\u00eb rregullimit t\u00eb sektorit, ku m\u00eb e r\u00ebnd\u00ebsishmja padyshim \u00ebsht\u00eb Metodologjia e re e Miratimit t\u00eb Tarifave t\u00eb Sh\u00ebrbimeve UK. N\u00eb pamund\u00ebsi p\u00ebr t\u2019i p\u00ebrmendur t\u00eb gjitha, si m\u00eb t\u00eb spikatur mund t\u00eb p\u00ebrmendim disa prej tyre, si: Rishikimi i formatit t\u00eb hartimit t\u00eb raportit vjetor p\u00ebr Kuvendin t\u00eb aktivitetit t\u00eb ERRU-s\u00eb, t\u00eb Raportit t\u00eb Performanc\u00ebs s\u00eb Sektorit UK, t\u00eb raportit vjetor t\u00eb Bilancit t\u00eb Ujit nga shoq\u00ebrit\u00eb UK, nd\u00ebrtimi i nj\u00eb sistemi t\u00eb pavarur raportimi t\u00eb dh\u00ebnash dhe TKPs, formati i ri i hartimit t\u00eb analizave nga ERRU t\u00eb aplikimeve p\u00ebr tarifa t\u00eb reja, rishikimi i Rregulloreve t\u00eb Seancave D\u00ebgjimore t\u00eb Shoq\u00ebrive UK me Publikun dhe i trajtimit t\u00eb ankesave t\u00eb konsumator\u00ebve, nd\u00ebrtimi i nj\u00eb web-page n\u00eb shqip dhe anglisht me nj\u00eb nivel t\u00eb duksh\u00ebm cil\u00ebsor, etj. T\u00eb gjitha k\u00ebto arritje jan\u00eb si rezultat i nj\u00eb pune t\u00eb t\u00eb gjith\u00eb stafit dhe komisionit t\u00eb ERRU-s\u00eb, dhe e them me bindje se sot ERRU p\u00ebrfaqson rregullatorin pararoj\u00eb n\u00eb Ballkan dhe ndoshta m\u00eb gjer\u00eb.<\/p>\n<p>N\u00eb hartimin e k\u00ebtyre dokumentave \u00ebsht\u00eb mbajtur parasysh eksperienca e gjat\u00eb dhe njohurit\u00eb komplekse inxhinjerike dhe institucionale n\u00eb sektorin e UK si rezultat i pozicioneve akademike, t\u00eb menaxhimit t\u00eb projekteve n\u00eb sektorin publik, si ekspert i pavarur, dhe s\u00eb fundi bashk\u00ebpunimi mjaft i ngusht\u00eb me Shoqat\u00ebn e Rregullator\u00ebve Evropian\u00eb t\u00eb Ujit (WAREG) dhe Rregullator\u00ebt n\u00eb Ballkan. I gjith\u00eb produkti i m\u00ebsip\u00ebrm \u00ebsht\u00eb realizuar n\u00eb pun\u00ebn n\u00eb grup t\u00eb t\u00eb gjith\u00eb stafit t\u00eb ERRU-s\u00eb dhe Komisionit, ku kapacitetet e larta dhe angazhimi mjaft serioz i tyre kan\u00eb sjell\u00eb k\u00ebt\u00eb performanc\u00eb bashk\u00ebkohore t\u00eb institucionit.<\/p>\n<p><strong><em>Cilat ishin konsideratat kryesore n\u00eb zhvillimin e Metodologjis\u00eb s\u00eb re t\u00eb Miratimit t\u00eb Tarifave?<\/em><\/strong><\/p>\n<p>Metodologjia e re e miratimit t\u00eb tarifave ka karakter mjaft elastik n\u00eb p\u00ebrgjigje t\u00eb gjendjes aktuale t\u00eb sektorit dhe k\u00ebrkesave t\u00eb tij n\u00eb t\u00eb ardhmen. Ajo p\u00ebrmban metodologjin\u00eb \u201cKosto Plus\u201d p\u00ebr shoq\u00ebrit\u00eb q\u00eb nuk arrijn\u00eb t\u00eb mbulojn\u00eb kostot direkte t\u00eb O&amp;M dhe \u201c\u00c7mimin Tavan\u201d p\u00ebr shoq\u00ebrit\u00eb financiarisht t\u00eb q\u00ebndrueshme.<\/p>\n<p>Metodologjia e \u00c7mimit Tavan bazohet n\u00eb norm\u00ebn e kthimit t\u00eb kapitalit dhe k\u00ebrkon q\u00eb shoq\u00ebrit\u00eb t\u00eb ken\u00eb nj\u00eb Plan Biznesi 5 Vje\u00e7ar. Zbatimi i k\u00ebsaj metode k\u00ebrkon gjithashtu t\u00eb dh\u00ebna ekonomike financiare p\u00ebr inflacionin dhe tregues t\u00eb tjer\u00eb nga institucioni i Bank\u00ebs s\u00eb Shqip\u00ebris\u00eb, INSTAT dhe institucione t\u00eb tjera nd\u00ebrkomb\u00ebtare.<\/p>\n<p>Disa nga ndryshimet n\u00eb metodologjin\u00eb e re p\u00ebrfshijn\u00eb, p\u00ebrkat\u00ebsisht p\u00ebrmir\u00ebsimet mbi procedur\u00ebn e vendosjes s\u00eb tarifave fikse dhe volumetrike, sakt\u00ebsimin e koeficientit t\u00eb nd\u00ebr-financimit nd\u00ebrmjet kategorive t\u00eb ndryshme t\u00eb konsumator\u00ebve, rishikimi i normave t\u00eb amortizimit, rishikimi i parimit t\u00eb tarif\u00ebs me blloqe dhe i kriterit t\u00eb P\u00ebrballueshm\u00ebris\u00eb, trajtimi i sakt\u00ebsis\u00eb s\u00eb t\u00eb dh\u00ebnave, p\u00ebrfshirja n\u00eb TKPs e dy treguesve t\u00eb ankesave t\u00eb konsumator\u00ebve dhe efikasitetit t\u00eb energjis\u00eb, etj.<\/p>\n<p><strong><em>Platforma e Data Baz\u00ebs p\u00ebr Grumbullimin e t\u00eb Dh\u00ebnave nga Shoq\u00ebrit\u00eb UK \u00ebsht\u00eb nj\u00eb <\/em><\/strong><strong><em>projekt i r\u00ebnd\u00ebsish\u00ebm. Si e keni siguruar sakt\u00ebsin\u00eb dhe besueshm\u00ebrin\u00eb e t\u00eb dh\u00ebnave t\u00eb mbledhura?<\/em><\/strong><\/p>\n<p>Realizimi i nj\u00eb sistemi t\u00eb mbajtjes dhe raportimit t\u00eb t\u00eb dh\u00ebnave i sakt\u00eb dhe i besuesh\u00ebm nga shoq\u00ebrit\u00eb UK \u00ebsht\u00eb nj\u00eb proces kompleks dhe mjaft i v\u00ebshtir\u00eb edhe p\u00ebr vende me nj\u00eb sektor mjaft t\u00eb zhvilluar. Projekti n\u00eb bashk\u00ebpunim me AKUK synon krijimin e nj\u00eb sistemi t\u00eb besuesh\u00ebm n\u00eb p\u00ebrshtatje me realitetin e sot\u00ebm t\u00eb sektorit dhe t\u00eb s\u00eb ardhmes. ERRU ka nj\u00eb p\u00ebrvoj\u00eb mjaft t\u00eb mir\u00eb n\u00eb p\u00ebrcaktimin e gam\u00ebs s\u00eb t\u00eb dh\u00ebnave p\u00ebr vler\u00ebsimin dhe monitorimin e performances s\u00eb sektorit. Metodologjia e re e tarifave trajton holl\u00ebsisht metod\u00ebn e verifikimit t\u00eb tyre n\u00eb qend\u00ebr e n\u00eb baz\u00eb n\u00eb m\u00ebnyr\u00eb q\u00eb ato t\u00eb jen\u00eb sa m\u00eb t\u00eb sakta e t\u00eb besueshme.<\/p>\n<p><strong><em>\u00c7far\u00eb ndikimi mendoni se ka pasur n\u00eb k\u00ebt\u00eb sektor Raporti i Bilancit t\u00eb Ujit dhe rregulloret p\u00ebr seancat d\u00ebgjimore publike dhe trajtimin e ankesave?<\/em><\/strong><\/p>\n<p>Raporti i Bilancit t\u00eb ujit \u00ebsht\u00eb nj\u00eb instrument mjaft i r\u00ebnd\u00ebsish\u00ebm p\u00ebr vler\u00ebsimin e gjendjes s\u00eb humbjeve dhe plot\u00ebsimin e k\u00ebrkes\u00ebs p\u00ebr uj\u00eb p\u00ebr konsumator\u00ebt. Ai p\u00ebrcakton se ku duhet t\u00eb synohet reduktimi i humbjeve. Procesi i informimit t\u00eb publikut p\u00ebr tarifat e reja t\u00eb propozuara duhet t\u00eb jet\u00eb transparent, i argumentuar dhe i kuptuesh\u00ebm. Ato i mund\u00ebsojn\u00eb publikut q\u00eb t\u00eb shprehen p\u00ebr problemet e performanc\u00ebs s\u00eb shoq\u00ebris\u00eb dhe cil\u00ebsis\u00eb s\u00eb sh\u00ebrbimeve q\u00eb ajo ofron, si dhe p\u00ebr nd\u00ebrgjegj\u00ebsimin e konsumator\u00ebve n\u00eb lidhje me detyrimet dhe pjes\u00ebmarrjen n\u00eb k\u00ebt\u00eb proces.<\/p>\n<p><strong>Si Zv. President i Shoqat\u00ebs s\u00eb Rregullator\u00ebve Evropian\u00eb t\u00eb Ujit (WAREG), \u00e7far\u00eb njohurish keni fituar n\u00eb lidhje me sektorin e ujit n\u00eb nivel evropian q\u00eb mund t\u00eb aplikohet n\u00eb Shqip\u00ebri?<\/strong><\/p>\n<p>Gjat\u00eb koh\u00ebs s\u00eb Zv.President i WAREG, p\u00ebrfaq\u00ebsuesit e ERRU kan\u00eb qen\u00eb mjaft aktiv\u00eb gjat\u00eb veprimtaris\u00eb s\u00eb k\u00ebtij institucioni n\u00eb hartimin e raporteve mbi efikasitetin e TKP, humbjet, p\u00ebrballueshm\u00ebrin\u00eb, mbi investimet dhe tarifat etj. Konkretisht, ERRU ka marr\u00eb pjes\u00eb n\u00eb Task Forcat p\u00ebr TKP, Investimet dhe kriterin e P\u00ebrballueshm\u00ebris\u00eb. Pjes\u00ebmarrja dhe bashk\u00ebpunimi n\u00eb k\u00ebto aktivitete ka sh\u00ebrbyer si referenca n\u00eb p\u00ebrmir\u00ebsimin e instrumenteve rregullatore gjat\u00eb veprimtaris\u00eb s\u00eb ERRU, bazuar n\u00eb p\u00ebrvoja t\u00eb p\u00ebrparuara t\u00eb tyre, si dhe n\u00eb njohjen e thell\u00eb t\u00eb direktivave europiane t\u00eb ujit, p\u00ebr t\u00eb cilat vendi yn\u00eb tashm\u00eb i ka si detyrim n\u00eb faz\u00ebn si kandidat p\u00ebr n\u00eb BE. P\u00ebrmendim gjithashtu kontributin e ve\u00e7ant\u00eb q\u00eb ERRU ka dh\u00ebn\u00eb n\u00eb bashk\u00ebpunimin me rregullator\u00ebt e Ballkanit Per\u00ebndimor, ku ka qen\u00eb iniciatore dhe promotore p\u00ebr p\u00ebrftimin e dy projekteve nga BE n\u00eb lidhje me ngritjen e kapaciteteve t\u00eb rregullator\u00ebve n\u00eb Ballkan.<\/p>\n<p><strong><em>\u00c7far\u00eb k\u00ebshille do t&#8217;u jepnit profesionist\u00ebve t\u00eb rinj t\u00eb ujit q\u00eb hyjn\u00eb sot n\u00eb sektorin e ujit?<\/em><\/strong><\/p>\n<p>Profesionist\u00ebt e Rinj t\u00eb Ujit duhet t\u00eb jen\u00eb t\u00eb nd\u00ebrgjegjsh\u00ebm se kan\u00eb fatin t\u00eb punojn\u00eb n\u00eb nj\u00eb nga fushat m\u00eb t\u00eb r\u00ebnd\u00ebsishme dhe vitale p\u00ebr njer\u00ebzimin q\u00eb dita-dit\u00ebs po merr r\u00ebnd\u00ebsi primare q\u00eb k\u00ebrkon angazhimin dhe kontributin e t\u00eb gjith\u00ebve. Rezervat e ujit t\u00eb pijsh\u00ebm n\u00eb bot\u00eb jan\u00eb konstante, ndoshta po vijne duke u zvog\u00ebluar p\u00ebr shkak t\u00eb komprometimit t\u00eb cil\u00ebsis\u00eb s\u00eb tyre nga ndotja, nd\u00ebrkoh\u00eb q\u00eb k\u00ebrkesa p\u00ebr uj\u00eb nga popullsia dhe industria \u00ebsht\u00eb vet\u00ebm n\u00eb rritje. N\u00eb k\u00ebt\u00eb kuptim, \u00e7\u00ebshtjet e menaxhimit t\u00eb ujit t\u00eb pijsh\u00ebm duhet t\u00eb jen\u00eb n\u00eb fokusin kryesor t\u00eb formimit t\u00eb tyre n\u00eb nivel bashk\u00ebkohor.
