N\u00eb 5 shkurt, n\u00eb Tiran\u00eb, Enti Rregullator i Ujit zhvilloi Takimin Koordinues p\u00ebr zbatimin e Modelit Standard t\u00eb Planit t\u00eb Biznesit n\u00eb sektorin uj\u00ebsjell\u00ebs-kanalizime, nj\u00eb iniciativ\u00eb e udh\u00ebhequr nga ERRU, n\u00eb bashk\u00ebpunim me Bank\u00ebn Bot\u00ebrore, SECO dhe Agjencin\u00eb Komb\u00ebtare t\u00eb Uj\u00ebsjell\u00ebs-Kanalizimeve (AKUK). N\u00eb takimim mor\u00eb pjes\u00eb drejtues institucionesh, partner\u00eb nd\u00ebrkomb\u00ebtar\u00eb, p\u00ebrfaq\u00ebsues t\u00eb shoq\u00ebrive rajonale UK, si dhe SHUKALB, me fokus forcimin e bashk\u00ebpunimit institucional dhe krijimin e nj\u00eb qasjeje t\u00eb unifikuar p\u00ebr planifikimin dhe zhvillimin e sektorit.<\/p>\n

N\u00eb qend\u00ebr t\u00eb diskutimeve ishte Plani i Biznesit 5-vje\u00e7ar, i hartuar nga ERRU me asistenc\u00ebn e Bank\u00ebs Bot\u00ebrore, i cili p\u00ebrfaq\u00ebson nj\u00eb hap t\u00eb r\u00ebnd\u00ebsish\u00ebm drejt modernizimit t\u00eb sektorit. Modeli standard synon t\u00eb harmonizoj\u00eb planifikimin teknik dhe financiar, t\u00eb lidh\u00eb investimet me kapacitetin real financiar t\u00eb shoq\u00ebrive dhe me procesin tarifor, si dhe t\u00eb vendos\u00eb nj\u00eb struktur\u00eb t\u00eb p\u00ebrbashk\u00ebt p\u00ebr t\u00eb gjitha shoq\u00ebrit\u00eb rajonale. Kjo qasje adreson sfidat aktuale t\u00eb sektorit, si nivelet e ndryshme t\u00eb performanc\u00ebs, planifikimi i fragmentuar vjetor dhe v\u00ebshtir\u00ebsit\u00eb n\u00eb zbatimin e metodologjis\u00eb tarifore.<\/p>\n

Modeli parashikon nj\u00eb periudh\u00eb rregullatore 5-vje\u00e7are, gjat\u00eb s\u00eb cil\u00ebs do t\u00eb aplikohet monitorimi i vazhduesh\u00ebm \u201cplan kundrejt realizimit\u201d, duke forcuar p\u00ebrgjegjshm\u00ebrin\u00eb menaxheriale dhe analiz\u00ebn rregullatore. Ai synon rritjen e q\u00ebndrueshm\u00ebris\u00eb financiare p\u00ebrmes mbulimit t\u00eb kostove dhe parashikimit t\u00eb flukseve financiare, prioritizimin e investimeve t\u00eb domosdoshme, vendosjen e treguesve t\u00eb matsh\u00ebm t\u00eb performanc\u00ebs dhe rritjen e transparenc\u00ebs dhe krahasueshm\u00ebris\u00eb sektoriale.<\/p>\n

Plani i Biznesit \u00ebsht\u00eb gjithashtu dokument thelb\u00ebsor p\u00ebr zbatimin e metod\u00ebs tarifore \u201c\u00c7mim Tavan\u201d, duke garantuar q\u00eb aplikimet p\u00ebr tarifa t\u00eb bazohen n\u00eb projeksione reale, objektiva t\u00eb qarta dhe monitorim t\u00eb performanc\u00ebs. P\u00ebrmes k\u00ebtij instrumenti, synohet t\u00eb forcohet vendimmarrja e bazuar n\u00eb evidenc\u00eb p\u00ebr ERRU, AKUK dhe aktor\u00ebt e tjer\u00eb t\u00eb sektorit, si dhe t\u00eb krijohet nj\u00eb baz\u00eb m\u00eb e q\u00ebndrueshme p\u00ebr orientimin e investimeve dhe p\u00ebrmir\u00ebsimin e cil\u00ebsis\u00eb s\u00eb sh\u00ebrbimit ndaj qytetar\u00ebve.<\/p>\n
