SHUKALB was represented by Elisabeta Po\u00e7i, Executive Director.<\/p>\n<p>A key new feature of the 2025 Performance Report is the introduction of the Composite Performance Index (InK), which brings together 12 Key Performance Indicators into a single assessment of sector and utility performance. The indicators are grouped into three dimensions: financial sustainability, operational efficiency, and service quality and access. The Composite Index reached 85.2 points at sector level in 2025, up from 78.6 points in 2023, bringing the sector close to the current target of 85.3 points.<\/p>\n<p>The report shows clear improvements in several areas of sector performance. O&amp;M cost coverage reached 116.8%, the highest level recorded to date, while total cost coverage increased to 89.0%. Metering improved to 89.2%, and staff efficiency reached 4.2 staff per 1,000 connections. Service coverage also expanded, with water supply coverage reaching 79.6% and sewerage coverage 59.0%. The average duration of water supply reached 17.2 hours per day.<\/p>\n<p><a href=\"https:\/\/shukalb.al\/wp-content\/uploads\/2026\/10\/ERRU-_Pefomance-report_Oct-26_2.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-9960\" src=\"https:\/\/shukalb.al\/wp-content\/uploads\/2026\/10\/ERRU-_Pefomance-report_Oct-26_2.png\" alt=\"\" width=\"1301\" height=\"538\" srcset=\"https:\/\/shukalb.al\/wp-content\/uploads\/2026\/10\/ERRU-_Pefomance-report_Oct-26_2.png 1301w, https:\/\/shukalb.al\/wp-content\/uploads\/2026\/10\/ERRU-_Pefomance-report_Oct-26_2-300x124.png 300w, https:\/\/shukalb.al\/wp-content\/uploads\/2026\/10\/ERRU-_Pefomance-report_Oct-26_2-1024x423.png 1024w, https:\/\/shukalb.al\/wp-content\/uploads\/2026\/10\/ERRU-_Pefomance-report_Oct-26_2-768x318.png 768w\" sizes=\"auto, (max-width: 1301px) 100vw, 1301px\" \/><\/a><\/p>\n<p>At the same time, the report highlights challenges that continue to affect the sector. Non-Revenue Water (NRW) remained at 61.0%, unchanged from 2024 and identified as the sector\u2019s main structural challenge. Collection performance also deteriorated, with the overall collection rate falling to 98.5% and the current collection rate to 81.4%. Customer complaints increased to 5.2%.<\/p>\n<p>The Composite Performance Index also highlights significant differences among utilities. SHRUK Kor\u00e7\u00eb ranked first with 113.6 points, followed by SHUK Tiran\u00eb with 107.6 points, while SHUK Vor\u00eb recorded 58.1 points. Fourteen of the 17 utilities improved their index in 2025, with SHRUK Vlor\u00eb recording the highest improvement at 15.5%. These results demonstrate that, while the sector as a whole is progressing, performance remains uneven among individual utilities.<\/p>\n<p>The report further notes that all three dimensions of the Composite Index improved during 2023\u20132025. Financial sustainability recorded the most consistent improvement, while operational efficiency remained the largest contributor to the overall index. The findings underline the importance of balanced performance across financial, operational and service-quality dimensions rather than improvements in individual indicators alone.<\/p>\n<p>Based on these findings, ERRU identifies several priorities for the sector, including reducing Non-Revenue Water, accelerating full metering and improving the reliability of sector data, developing action plans for underperforming indicators, directing investments according to performance needs, strengthening staff efficiency and customer complaint mechanisms, and learning from the practices of the best-performing utilities.<\/p>\n<p>The 2025 Performance Report provides an important overview of the sector\u2019s progress and remaining challenges.
